I am writing from the Scottish Collaborative On-demand Publishing Enterprise (SCOPE), a research project in the UK electronic libraries programme. We are currently collecting material to be included in a resource bank of journal articles and book chapters to be supplied for the educational purposes of universities in the Scottish Confederation of University Research Libraries. Materials in the SCOPE resource bank will be digitized, transmitted over a network and delivered on-line to authorized users (staff and students) at SCOPE consortium member institutions (see attached Appendix 2). Where appropriate, selected materials from the resource bank will be printed in SCOPE format (A4 double column pages) and bound into course packs which will be supplied to students for a fee that covers production and copyright costs.
We have received a full reading list for an ongoing undergraduate class in COURSE TITLE at the INSTITUTION and intend to make as much as possible of the material on that list available to students in the class, in time for them to use it this semester. These items will be available online only to students at the INSTITUTION in the first instance. Copyright in one of the items selected for this class is controlled by the COPYRIGHT HOLDER (see attached Appendix 1). We would like to agree terms with you on which we may use this item and, by agreement, any further COPYRIGHT HOLDER materials selected for SCOPE by lecturers at SCOPE consortium member institutions. Please accept without prejudice a copy of the SCOPE model contract which details our proposed terms. In addition to payment for use of your materials we would supply you with annual reports on SCOPE progress and with the final report of the Project.
I hope that you will support the SCOPE project by licensing to us the materials detailed in Appendix 1 of the contract.
