Scottish Collaborative On-demand Publishing Enterprise

In 1995 the University of Stirling was awarded a grant of £426 000 from the UK Higher Education Joint Information Systems Committee (JISC) to fund the Scottish Collaborative On-demand Publishing Enterprise (SCOPE). SCOPE is an On-Demand Publishing project in the Electronic Libraries Programme (eLib).

SCOPE is a consortium of 13 Scottish higher education institutions including all but one of the Scottish universities. The lead site is Stirling University which houses the Copyright Unit; its partner is Napier University in Edinburgh which houses the Technical Unit.

The University of Stirling is well placed to lead this project in that it was one of the first to merge successfully its library, computer, print and media services. Napier University's department of Print Media, Publishing and Communication has considerable expertise in both publishing and production matters.

SCOPE aims to address some of the problems facing academic libraries that were identified in the report of the Libraries Review chaired by Professor Sir Brian Follett in 1993. Specifically, SCOPE aims to ease pressure on libraries by developing alternative forms of provision of a wide range of articles and book chapters to students in large undergraduate classes. The project team is developing an electronic resource bank of readings. Where appropriate, materials selected by lecturers are printed and bound in customized course packs and supplied to students at a rate that they can afford to pay. At a later stage of the project staff and students at SCOPE consortium member institutions will have the option of online access to the resource bank. The SCOPE online delivery system will be piloted at Stirling University in the spring semester of 1997.
