Summary

The first annual report of the SCOPE project covers 15 May 1995 - 31 July 1996 and follows eLib guidelines. During that period, the major milestones were selection of the initial subject area (sociology) and two rounds of printed course pack production for courses at two Scottish universities. The Copyright Officer has negotiated with some 60 publishers while the Production Manager selected equipment and set in place technical procedures.

Major stakeholders in the academic information chain have been identified and systematic evaluation of project activities is now producing a considerable volume of significant data. Early results include:

- outstanding sales of course packs in round one and no loss in sales of commercially published texts for the same course

- lower, but still significant sales in the second round when the pack price went above £20

- lower sales of commercially published texts for one of the courses in the second round: several factors at work

- in each round as far as can be measured the total sales of copyright material increased dramatically giving significant additional revenue for publishers and booksellers

- identification of factors affecting sales of packs

- average rate of copyright fee per page lowered for second round

- permission to digitise received for 50% of second round texts

- after protracted negotiations, agreements in place with several publishers to include material in the SCOPE electronic resource bank with a further reduction in royalty rates
